It is not uncommon to need to build system tables where there is a large amount of data. This can be done by using Excel (other spreadsheets are available) and constructing formula to export the rows in a manner that works some what with the system table. This idea is to allow for the mapping of a spreadsheet to the attributes of the system table entity and generate the full xml to be added to the configuration. The reverse should be available to extract the contents of the system table entity and populate the spreadsheet as per the original.
The concept has been used in the past, in a more CLI format, using the Field Framework UI and the benefits it offers using Panda Dataframes for input and output. It will also have the benefits of storing the information in the configuration files, they could be large depending on the amount of data.
The previously mentioned test was with 50,000 rows of data.
This could easily become a one stop shop where the entity can be defined (as per admin table) and all xml generated
